QRDA IIIs eventually can be submitted to CMS. But that is if, and only if, the patient data has been matched and de-duped via QRDA I files first. Any submission that makes its way to CMS must have the capability to patient match and de-dupe first. QRDA III files do not allow for this required action to take place. That's why the starting point is QRDA I files for eCQMs and/or templates for CQMs. See pages 4 & 9 of this document:
